fa بررسی اثر طرح انتقال آب دریای عمان (خلیج فارس) بر اکوسیستم بیابانی استان یزد به کمک روش تحلیل SWOT تخصصي Special پژوهشي Research <span style="font-family:Times New Roman;"><span style="font-size:11pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif=""><b><span lang="FA" style="font-size:12.0pt"><span b="" lotus="">موضوع انتقال آب از دریاهای آزاد (عمان و خلیج فارس) به استان یزد در سال‌های اخیر بسیار بحث&shy;برانگیز بوده است. لذا ضروری است که زیرساخت‌ها و ظرفیت‌های لازم برای انجام این‌گونه طرح‌ها مورد بررسی قرار گیرد تا کمبودها شناسایی شده و اقداماتی برای حل این مسائل انجام شود. در این مطالعه با استفاده از تجزیه و تحلیل </span></span></b><span dir="LTR" style="font-size:10.0pt"><span new="" roman="" times="">SWOT</span></span><b><span lang="FA" style="font-size:12.0pt"><span b="" lotus=""> نقاط قوت، ضعف، فرصت و تهدید موجود در زمینه انتقال آب در سه سطح سیستمی، سازمانی و فردی مورد بررسی قرار گرفت. بدین منظور پرسش</span></span></b><b><span dir="LTR" lang="FA" style="font-size:12.0pt"><span b="" lotus="">&lrm;</span></span></b><b><span lang="FA" style="font-size:12.0pt"><span b="" lotus="">نامه‌ای در سه سطح مذکور تهیه و توسط 30 نفر از خبرگان شاغل در بخش‌های اجرایی مرتبط تکمیل گردید. بررسی&shy;ها نشان داد که استراتژی‌های طراحی شده در این سه سطح جزء استراتژی‌های تدافعی و محافظه‌کارانه می&shy;باشد. هم‌چنین نتایج نشان داد در سطح کلان، استراتژی پیشگیری از انجام فعالیت‌های آبخواه و جلوگیری از اقدامات مؤثر در گسترش بیابان با امتیازی معادل 835/ 9 دارای اولویت می‌باشد. بنابراین باید اقداماتی در ارتباط با تدوین قوانین حفاظتی آب در متن برنامه‌های پنج ساله ملی توسعه‌ای کشور عملیاتی گردد. در سطح فردی نیز استراتژی‌ جلوگیری و پرهیز از نگرش‌های فردی و غیرتخصصی با امتیاز 997 /8 در اولویت اول قرار می‌گیرد که این مشکل را می‌توان با برگزاری کارگاه‌ها و نشست‌های تخصصی بهبود بخشید.</span></span></b></span></span></span></span></span><br> &nbsp;</span> <span style="font-family:Times New Roman;"><span style="font-size:11pt"><span style="line-height:normal"><span sans-serif="">&nbsp;&nbsp; <span style="font-size:12.0pt"><span style="background:white"><span new="" roman="" times="">The i</span></span></span><span style="font-size:12.0pt"><span style="background:white"><span new="" roman="" times="">ssue of water transfer from the high seas (Oman and the Persian Gulf) to </span></span></span><span style="font-size:12.0pt"><span style="background:white"><span new="" roman="" times="">Yazd</span></span></span><span style="font-size:12.0pt"><span style="background:white"><span new="" roman="" times=""> province has been very controversial in recent years. </span></span></span><span style="font-size:12.0pt"><span style="background:white"><span new="" roman="" times="">T</span></span></span><span style="font-size:12.0pt"><span style="background:white"><span new="" roman="" times="">herefore, it is necessary to examine the infrastructures and capacities needed to implement such projects in the country in order to identify the deficiencies and shortcomings and to take effective measures to address these issues. In this study, using SWOT matrix analysis, we tried to investigate the strengths, weaknesses, opportunities and threats in the field of water transfer at three systemic, organizational and individual levels. To this end, a questionnaire was prepared at three levels and was completed by 30 experts in the executive departments related to water transfer. Analysis of the questionnaires showed that the designed strategies were part of the defensive and conservative strategies.
