fa بررسی وقایع آسیب‌زای رودخانه تالار با ارائه‌ یک چارچوب پیشنهادی Investigating the Damaging Events of Talar River, Iran, in Tandem with Presenting a Proposed Framework تخصصي Special پژوهشي Research مقدمه رودخانه‌ها به عنوان منابع حیاتی آب، نقش اساسی در حفظ سلامت محیط و موجودات زنده دارند. رودخانه‌های حاشیه خزر به عنوان سهل‌الوصول‌ترین منابع آب سطحی شناخته می‌شوند و متأسفانه در برخی موارد به عنوان محل دفع مواد آلاینده مورد استفاده قرار می‌گیرند. این رودخانه‌ها ارتباط نزدیکی با مناطق جمعیتی و فعالیت‌های اقتصادی دارند و به همین دلیل، مشکلات مربوط به مدیریت آن‌ها به شدت گسترش یافته است. کیفیت آب رودخانه‌ها به طور مستقیم بر سلامت انسان‌ها و بوم‌سازگان‌های آبی تأثیر می‌گذارد. آلودگی ناشی از فعالیت‌های انسانی، مانند تخلیه فاضلاب‌ها، می‌تواند به مشکلات جدی بهداشتی و ‌محیط زیستی منجر شود. این چالش‌ها نیازمند رویکردهای مدیریتی و علمی چندجانبه برای توسعه استراتژی‌های حفاظتی است. پژوهشگران در مطالعات خود به تأثیر تغییرات کاربری اراضی بر شدت سیلاب‌ها و فرسایش اشاره کردند و نیاز به تحلیل دقیق این تغییرات را مورد تأکید قرار دادند. این پژوهش به بررسی آسیب‌های وارده به رودخانه تالار می‌پردازد و چارچوبی برای تحلیل مخاطرات مشابه در سایر رودخانه‌های کشور ارائه می‌دهد. نتایج این تحقیقات نشان‌دهنده ضرورت همکاری میان نهادهای دولتی، محلی و جامعه مدنی برای ایجاد راهکارهای مؤثر در مدیریت پایدار منابع آبی است. با درک عمیق از چالش‌های موجود و اتخاذ شیوه‌های جامع مدیریت، می‌توان به حفاظت از این منابع ارزشمند و بهبود کیفیت زندگی عمومی کمک کرد. مواد و روش شاخص WRASTIC روشی سیستماتیک در ارزیابی مستعد بودن حوزه‌های آبخیز در آلوده کردن منابع آب سطحی است که در یک محیط هیدروژئولوژیک بر اساس مشخصه‌های عمده حوزه و کاربری اراضی ارائه شده است. این روش از سال 2000 رواج یافت و در مقایسه با سایر روش‌های ارزیابی ریسک آب‌های سطحی از جامع‌ترین روش‌های کاربردی است. در این روش در یک حوزه آبخیز، تخلیه فاضلاب (W)، اثرات کاربری‌های تفریحی (R)، اثرات کاربری‌های کشاورزی (A)، اندازه حوزه (S)، مسیرهای حمل و نقل (T)، اثرات کاربری‌های صنعتی (I) و مقدار پوشش گیاهی سطح زمین (C) به منظور تعیین حساسیت آلودگی آب سطحی مورد بررسی دقیق قرار می‌گیرد. مقادیر عددی تعیین شده برای پارامترهای ذکر شده در مدل WRASTIC و با استفاده از معادله زیر جهت تعیین مقدار عددی شـاخص  WRASTIC برای یک حوزه استفاده می‌شود: در ایـن معادلـه انـدیس r بـرای تخصـیص امتیـاز هر پارامتر و اندیس w بـرای وزن پـارامتر است. که مقدار w از  1 تا 4 و مقدار r از  1 تا 5  است که در پارامتر صنعت این مقدار 1 تا 8 درنظر گرفته می‌شود. بـر اسـاس معادله فوق، هر چه مقدار عددی این شاخص بیشتـر باشـد، پتانسیل آلودگی حوزه بیشتر است. لازم به ذکر اسـت که برای ارزیابی بهتر و دقیق‌تر بایـد از نظرات حر‌فه‌ای بهره گرفت. نتایج و بحث نتایج ارزیابی شاخص WRASTIC برای حوزه آبخیز رودخانه تالار نشان‌دهنده حساسیت متوسط به آلودگی با نمره 5/26 است. این نمره نگرانی‌هایی را در ارتباط با ورود پساب‌های شهری و صنعتی، زهاب کشاورزی و تخلیه فاضلاب از چاهک‌های جذبی به نمایش می‌گذارد. منابع آلودگی مذکور، رودخانه را با خطر آلودگی شدید و پیامدهایی چون یوتری‌فیکاسیون و کاهش کیفیت آب مواجه ساخته است. علاوه بر این، افزایش جمعیت در نواحی نزدیک به منابع آبی تغییر کاربری اراضی را به دنبال داشته که منجر به افزایش ضریب رواناب و تشدید وقوع سیلاب‌ها می‌شود. این شرایط ممکن است خسارات جدی به زیرساخت‌ها، بوم‌سازگان‌های طبیعی و سلامت عمومی وارد کند. از دیگر نقاط ضعف شاخص WRASTIC، غفلت از وضعیت حیات‌وحش و زیستگاه‌های طبیعی در معرض خطر است که عمدتاً ناشی از جنگل‌زدایی و شکار غیرمجاز هستند. این مسائل نه‌تنها تهدیدی برای تنوع زیستی منطقه است، بلکه بر روی تعادل زیستی و کیفیت آب نیز تأثیر منفی می‌گذارند. بنابراین، ضرورت فراهم‌سازی یک چارچوب جامع و جدید برای ارزیابی دقیق‌تر وضعیت آلودگی و حفظ تعادل زیستی در این منطقه به وضوح احساس می‌شود. اتخاذ تصمیمات صحیح و اجرای مدیریت مناسب در این راستا می‌تواند به بهبود کیفیت آب، حفاظت از محیط زیست و تنوع زیستی کمک کند. حفظ و مدیریت پایدار منابع آبی و زیستگاه‌ها، نیازمند توجه جدی و همکاری تمامی ذینفعان است تا از این بوم‌سازگان‌های حساس و ارزشمند به بهینه‌ترین شکل ممکن استفاده شود. نتیجه‌گیری مدیریت بحران‌ها و تحلیل چالش‌های موجود در حوزه آبخیز رودخانه تالار، نیازمند شناسایی دقیق عوامل آسیب‌زا و توسعه یک چارچوب جامع برای تبیین ارتباط میان این عوامل است. این چالش‌ها شامل کاهش کیفیت آب، تغییر رژیم آبدهی، تغییر کاربری اراضی حاشیه، عدم رعایت حریم و بستر رودخانه، ساخت‌و‌سازهای غیرمجاز، فرسایش خاک و برداشت بی‌رویه مصالح است که ضرورت شناسایی، مدیریت و اولویت‌بندی مسائل موجود را برای حفظ کیفیت آب و پایداری محیط زیست به دنبال دارد. در این راستا، آب به‌عنوان منبع حیاتی نیازمند مدیریت و حفاظت مؤثر است و با توجه به تهدیدات ناشی از آلودگی و تغییرات اقلیمی، تدوین اصول مدیریت پایدار منابع آب امری ضروری به نظر می‌رسد. این اصول به تجزیه و تحلیل دقیق آسیب‌ها، نظارت مستمر بر کیفیت آب و ایجاد سیستم‌های پایش کیفی و کمی بستگی دارد. همچنین، فرهنگ‌سازی و آموزش عمومی نیز نقش کلیدی در حفظ این منابع دارد. با این حال، چالش‌هایی مانند کمبود منابع مالی و عدم همکاری میان نهادهای مختلف بر سر راه اجرایی کردن این اصول قرار دارد. بنابراین، بهره‌گیری از مفاهیم مدیریت یکپارچه منابع آب و همکاری میان سازمان‌ها، به همراه اقدامات فوری مانند توسعه زیرساخت‌های تصفیه آب و مدیریت فاضلاب، برای حفاظت از این نعمت الهی اجتناب‌ناپذیر است. Introduction Rivers, as vital water resources, play an essential role in maintaining the health of the environment and living organisms. The rivers bordering the Caspian Sea are recognized as the most accessible surface water sources and, unfortunately, are often utilized as dumping grounds for pollutants. These rivers have a close connection with populated areas and economic activities, which is why the management issues related to them have significantly escalated. The quality of river water directly affects the health of humans and aquatic ecosystems. Pollution resulting from human activities, such as wastewater discharge, can lead to serious health and environmental problems. For example, research by Rostami and colleagues has demonstrated the negative impact of urban wastewater on the water quality of the Kanger River, which is also true for the Talaar River. These challenges necessitate multifaceted management and scientific approaches to develop protective strategies. Golamian and Yildirim's studies highlighted the impact of land-use changes on the intensity of floods and erosion, emphasizing the need for a detailed analysis of these changes. This research examines the damages inflicted on the Talaar River and provides a framework for analyzing similar hazards in other rivers across the country. The findings of this research underscore the necessity of collaboration among government agencies, local authorities, and civil society to create effective solutions for the sustainable management of water resources. By gaining a deep understanding of the existing challenges and adopting comprehensive management practices, we can help protect these valuable resources and improve the overall quality of public life. Materials and Methods The WRASTIC index is a systematic approach for assessing the susceptibility of watersheds to polluting surface water resources, based on key characteristics of the watershed and land use within a hydrogeological environment. This method became popular starting in 2000 and is considered one of the most comprehensive risk assessment methods for surface waters when compared to other techniques. In this approach, several factors within a watershed are meticulously evaluated to determine the sensitivity to surface water pollution, including wastewater discharge (W), effects of recreational land use (R), effects of agricultural land use (A), watershed size (S), transportation pathways (T), effects of industrial land use (I), and the extent of vegetation cover (C). The values of (w) range from 1 to 4, and the values of (r) range from 1 to 5, with the industrial parameter being assigned a range of 1 to 8. According to the above equation, the higher the numerical value of this index, the greater the potential for pollution within the watershed. It is worth noting that for a better and more accurate assessment, the input of professionals should be utilized. Results and Discussion The results of the WRASTIC index assessment for the watershed of the Talaar River indicate a medium sensitivity to pollution, with a score of 5.26. This score raises concerns regarding the influx of urban and industrial wastewater, agricultural runoff, and the discharge of sewage from soakaway pits. These pollution sources pose a significant risk of severe contamination to the river, leading to consequences such as eutrophication and a decline in water quality. Furthermore, the increasing population in areas near water resources has led to land-use changes, resulting in a higher runoff coefficient and intensified flooding occurrences. These conditions may cause serious damage to infrastructures, natural ecosystems, and public health. Another weakness of the WRASTIC index is the neglect of the status of wildlife and natural habitats that are at risk, mainly due to deforestation and poaching. These issues not only threaten the biodiversity of the region but also adversely affect the ecological balance and water quality. Therefore, there is a clear need to establish a comprehensive and new framework for more accurately assessing pollution levels and maintaining ecological balance in this area. Making informed decisions and implementing proper management practices can improve water quality and contribute to the protection of the environment and biodiversity. The sustainable management and preservation of water resources and habitats require serious attention and collaboration from all stakeholders to make the best use of these sensitive and valuable ecosystems. Conclusion Crisis management and analysis of existing challenges require precise identification of damaging factors and the development of a comprehensive framework to explain the relationships between these factors. Such a framework can assist in classifying the damages incurred and improving risk management and crisis response. By examining and analyzing the damages from both temporal and spatial perspectives, a comprehensive crisis management approach can be realized. Thus, in the Talar River watershed, the presence of multiple challenges, including declining water quality, changes in hydrological regimes, alterations in adjacent land use, disregard for riverbed and buffer zone protections, illegal constructions, soil erosion, and excessive extraction of materials, necessitate the identification, management, and prioritization of existing issues to safeguard water quality and ensure environmental sustainability. کیفیت‌آب, فاضلاب, ناپایداری‌مرفولوژیکی, محیط زیست.
