fa ارزیابی اثرات پخش سیلاب بر توسعه‌ی بهره‌برداری از منابع آب و خاک (مطالعه‌ی موردی: ایستگاه پخش‌سیلاب کاشمر) تخصصي Special پژوهشي Research <p style="DIRECTION: rtl"><font face="arial,helvetica,sans-serif"><font size="2">  توسعه­ی بهره‌برداری از منابع آب و خاک، ضرورتی انکار‌ناپذیر است که بهره‌برداری از سیلاب‌ یکی از این زمینه‌ها است. عملیات پخش ‌سیلاب در 35 مکان اجرایی، در محدوده­ی یک هزار آبادی و در عرصه­ی یک میلیون هکتار حوزه­ی آبخیر ، به وسیله­ی بخش دولتی در ایران آغاز ش ده است. هزینه ‌های اجرایی و مشکلات بهره‌برداری و نگهداری این فناوری نوین، مسایل بسیاری برای مدیریت دولتی و همچنین بر سر راه جلب جامعه‌ی بهره‌بردار برای حضور پویا در عرصه­ی بهره‌برداری، نگهداری، توسعه و اشاعه آن به نقاط دیگر فراهم نموده است. این پژوهش با هدف ارزیابی اثرات این سیستم‌ها، به روش بررسی اسنادی و همچنین پیمایش تبیینی و اکتشافی، از راه بررسی‌های محلی و پیمایش صحرایی، گفتگو‌های کارگاهی برای شناخت مشارکت‌مدار ( PD )، استفاده از روش ارزیابی سریع ( RA ) و ابزارهای معمول در روش PRA ، در ایستگاه پخش سیلاب کاشمر به انجام رسیده است. بررسی‌ها نشان می‌دهد که در 8 سال اولیه­ی بهره‌برداری، عرصه­ی گسترش سیلاب‌ها، کم­تر از 5 درصد عرصه­ی پخش را پوشش داده است، بنابراین با وجود این که نسبت سود به هزینه ( C / B ) بیش از 14/1 برآورد شده است، ولی توجیهی مناسب برای سرمایه‌گذاری‌های انجام شده در ساخت و نگهداری سیستم نبوده است. مقایسه­ی اقتصادی ارزش آب تغذیه شده به آبخوان‌ها (بیش از 5 میلیارد ریال در یک دوره­ی 8 ساله) نسبت به دو هدف دیگر (کم­تر از 4/0 میلیارد ریال) نشان می‌دهد که اهداف فرعی یاد شده، نه تنها در اقتصادی‌تر کردن طرح نقشی مهم ندارند، بلکه باعث افزایش مشکلات نگهداری این سیستم‌ها نیز خواهند شد. </font></font></p> <font face="TimesNewRomanPSMT"><p align="left">Development of soil and water resources through flood spreading systems is one of the accepted</p><p align="left">methods in water resources engineering and management. At the time being, 35 flood spreading stations</p><p align="left">constructed in Iran, and covers about thousands villages and a million hectares of the flood area.</p><p align="left">Expenditure of the operation and maintenance of such a modern systems is a main constraint for the governmental</p><p align="left">management agencies. Hence, dissemination of this modern system is restricted among local</p><p align="left">communities. Evaluation of these systems is the main objective of this explanatory research in Kashmar</p><p align="left">flood spreading station. The necessary data and information were collected and achieved by reviewing the</p><p align="left">secondary data, field survey and conducting workshops through Participatory Rural Appraisal (PRA),</p><p align="left">Rapid Appraisal (RA) and Participatory Diagnoses (PD). The results of this research showed that within 8</p><p align="left">years of operation of this system, only 5% of the project area were covered by flood and the rest of spreading</p><p align="left">area remained unused. Therefore, as an economic aspect, it can be said, although the B/C is more than</p><p align="left">1.14, the construction of such a huge system is not accepted. The benefit of groundwater recharges (more</p><p align="left">than 5 billion Rials over 8 years period) is too high in comparison to others outputs (lese than 0.4 billion</p><p align="left">Rials).
