fa تحلیل موقعیت ذی‌نفعان در ساختار حکمرانی شبکه‌ای آب در حوزه آبخیز طالقان تخصصي Special پژوهشي Research فقدان یک نظام جامع برای شناسایی نقش و شناخت روابط ساختاری بهره‌برداران محلی منابع آب در شبکه ذی‌نفعان منابع آب، از مهم‌ترین چالش‌های بنیادین پیش روی ساختار حکمرانی آب &nbsp;می‌باشد. بدین ترتیب، شناسایی و تحلیل کنشکران، به‌عنوان مهم‌ترین ارکان برنامه‌ریزی و اجرای فعالیت‌های مرتبط با مدیریت منابع آّب، یکی از الزامات استقرار حکمرانی شبکه‌ای &nbsp;منابع آب بشمار می‌رود. در این تحقیق برای درک این پیچیدگی در حوزه مدیریت آب، از روش تحلیل شبکه اجتماعی به منظور سنجش رابطه مشارکت بهره‌برداران محلی منابع آب به عنوان بازوی‌های اجرایی طرح‌های مدیریت منابع آب بخش بالاطالقان حوزه آبخیز طالقان استفاده شده است. بر اساس تحلیل شاخص‌های خرد شبکه، رهبران محلی در مدیریت منابع آب شناسایی شده‌اند و میزان تفکیک‌پذیری در سطح کلان شبکه &nbsp;به عنوان عامل اثربخش در افزایش سرمایه اجتماعی و همسو با آن موفقیت طرح‌های مدیریت مشارکتی بررسی شده است. نتایج حاکی از تفکیک‌پذیری متوسط شبکه ذینفعان محلی است که نشان دهنده وجود شکنندگی در حد متوسط در روابط مشارکت بین ذی نفعان محلی منابع است. &nbsp;به طوری که بیشترین پیوند درون گروهی فیمابین ذی‌نفعان منابع آب روستای گته ده با میزان 380 پیوند و کمترین آن با میزان 283 پیوند، در روستای مهران است. همچنین،‌ بر اساس نتایج حاصل از تحلیل شاخص مرکزیت درجه و بینابینی برخی بهره برداران منابع آب نسبت به سایرین در جایگاه و موقعیت کلیدی قرار گرفته اند. &nbsp;این افراد رهبران محلی &nbsp;شناخته شده که بر اساس اقتدار و نفوذ اجتماعی بالاتر از سایر کنشگران مبتنی بر پیوندهای مشارکت می‌توانند نقش بسزایی در استقرار حکمرانی آب و برقراری پیوندهای ارتباطی با سایر بهره‌برداران در سطح محلی ایفا نمایند. <div style="text-align: justify;">The lack of a comprehensive system for identifying the role and understanding of the structural relationships of local water users in the local stakeholder&rsquo;s network is one of the most important challenges for the integrated management of water resources and the governance perspective. Thus, identifying and analyzing canyons, as the most important element of planning and implementing activities related to water resources management, is one of the requirements for integrated management and the establishment of optimal water resources management. In this research, in order to understand this complexity in the field of water management, social network analysis method was used to measure the cooperation relation of local users as the executive arm of the water resources management plans in the top of Taleghan watershed. Based on the analysis of the micro indicators of the network, local leaders have been identified in water resources management and the modularity in the macro level of the network has been considered as an effective size in increasing social capital and in line with the success of participatory management plane. The results indicate a moderate separation of the local stakeholder&rsquo;s network, which indicates a moderate fragility in the relationship of cooperation among the local stakeholders. So that the most internal ties of stakeholders is the Gatedeh Village with about 380 transplants and the lowest with 283 transplants in the village of Mehran. Also, according to the results of the analysis of the middle and middle level index of some water resource users, they have been placed in a key position.
